I infer from what passed that the Authorities at Macao are in reality afraid to interfere with the operations of the Coolie Brokers, a class whose vengeance they deem it dangerous to provoke.
Under the circumstances, the statements of the Annamites are important and interesting as being personally authenticated by me on inquiry, and by the examination of a direct representative of the Governor of Macao, who, however, is, as I understand, preparing a very different report on the
